USDA's TARGET Center

Located at USDA Headquarters and in the Midwest, the Accessibility Resources Center (TARGET) provides accommodations, technologies and information services to ensure equal access to information systems essential to today's jobs for people with disabilities or disabling conditions.

Consultation, Assessment and Evaluation Services

You can't be on target unless you aim!

At your invitation, the TARGET Center will help you focus on issues and information related to accessible resources. TARGET will work with employees, managers and procurement officials to provide professional services related to review and evaluation of --

  • Accessible technologies.
  • Cost-effective, ergonomic solutions to aid employees.
  • Accommodations which support federal employees with sight, hearing, speech and mobility disabilities.

Evaluations. We assist in evaluations of accessible technologies that support people with disabilities in the work environment.

Work-site analysis. We can conduct general work site analysis of an employee office concerning ergonomic issues. These issues may include repetitive stress injuries or carpal tunnel syndrome.

Training. We coordinate training on the use of and technical support of accessible technologies in the office environment.

Technical Support. TARGET will identify vendors who help to configure accommodations and accessible technologies with standard hardware and software systems. We provide support in installation and trouble shooting the systems.

Participation on Acquisition Review Teams (ART). We will participate on ART teams for purchases of ADP hardware, software or services to ensure all solicitation documents support the needs of people with disabilities. This incudes adding accessibility requirements as a criteria for evaluation of vendor proposals.

Resource Loan and Use Services

TARGET has a demonstration center of accessible microcomputer technologies and accommodations. USDA employees nationwide may borrow technologies and accommodations for evaluation purposes. We will facilitate training and provide technical support. In addition employees may borrow an accommodation or technology for a training class.

Clearinghouse. TARGET acts as a nationwide clearinghouse for donations to USDA employees of accommodations and technologies. These are donated to an individual until the need no longer exists, at which time they will be returned to TARGET for other employees to use.

Resource Information Services

TARGET can assist you in designing an appropriate solution to meet accessibility requirements.

We also provide information about resources available in other federal agencies and on the market. This includes disability organizations and state/local government activities related to disability management.

Production of Alternative Format Information. For USDA agencies, TARGET can produce or facilitate the production of agricultural information in alternative formats such as braille, large print, audio and video. We can also help prepare information for workshops and in-house seminars in a variety of formats.

For other federal departments, we will use vendors to translate information into alternative formats.

Vendor Information. We provide information related to specific vendors and consultants, and prices for selected locations around the country. The information is available in alternative formats and is disability-specific. (This information will be accessible through TIP-ONLINE, an electronic bulletin board system, by the end of the 1996 calendar year.)

Conference and Meeting Management Services

The TARGET Center is well positioned to facilitate and host meetings to address all issues related to disability. We coordinate conferences and demonstrations, participate as speakers at programs associated with our areas of expertise, and assist in providing standard print handouts and those in alternative formats.

Workshops. We conduct workshops on how to establish and support an accessible technology center; and we provide training to USDA employees to increase awareness of accommodations and technologies.

Costs

Some TARGET services are available only to USDA employees.

Other federal agencies nation wide may use the Center through cross servicing agreements. The agreements are designed to provide a level of service to include the number of requests and an associated amount (i.e., 40 requests/year are about $5,240). The Center staff will assist in promoting the services through open houses and other group activities, free of charge.
